Tribal Welfare Residential Sports School at Kinnerasani imparts quality coaching to students in archery, volleyball, kabbadi and kho-kho. Archery equipment – bows and arrows made of bamboo – sanctioned by the government several years ago had become redundant, deplored a student unwilling to be identified.

The Tribal Welfare Residential Sports School at Kinnerasani in Palvancha mandal has earned the unique distinction of not only producing young sportsmen of high calibre, but also enabling several budding tribal sportsmen secure government jobs.
The institution has carved out a niche for itself in imparting quality coaching in archery, volleyball, kabaddi and kho-kho to tribal students of the district.
The school, situated on the premises of the Ashram High School, in the vicinity of the Kinnerasani dam, has achieved laurels owing to the remarkable accomplishments of its students at the State and national-level sports tournaments.
K. Shiva Shankar, a former student of the sports school, had in 2010 brought wide accolades to the institution by representing the national archery team in an international tournament held in the United States. He later joined the Indian Army.
A. Durgaiah and U. Prasad, alumni of the school, won cash awards from the State government for their outstanding performances in archery tournaments a couple of years ago. While Durgaiah was selected as Physical Education Teacher (PET) in a model school, Prasad is pursuing his higher studies with an aim to become a PET.
“The two per cent quota earmarked for archery players in jobs has helped several tribal students of our school secure government jobs, particularly PET posts,” said Putta Shankaraiah, archery coach and physical director of the school.
K. Nagesh and K. Naveen, SSC students of the school, have been selected for the National School Games (Archery) under-17 tournament to be held in Assam in December.
“My aim is to represent the country in the tournament and secure a PET job to promote archery in the agency areas,” says Nagesh, who has thrice participated in national-level archery tournaments.
Archery equipment – bows and arrows made of bamboo – sanctioned by the government several years ago had become redundant, deplored a student unwilling to be identified.
“We are presently practicing with equipment provided by the District Archery Association,” he said, insisting on the government’s intervention to provide them modern archery equipment to enable them to excel in the game.

Engineering students spend long hours at college, but now many of them take coaching in specific subjects to gain an edge.

Engineering or medicine? The reduction of study choices to this binary has resulted in stiff competition for seats in good colleges for these disciplines. As a result, study at school is supplemented by hours of coaching — for exams and entrance exams. Now, however, this saga does not end with school. Many engineering college students are now continuing with the practice of attending coaching classes or taking home tuitions to supplement the training they get at their institutions of learning.
The reasons are varied: lack of proper attention from the faculty, the need to clear arrears, the need to improve expected grades and more.
Backlogs and brainwork
Senthil (name changed) had some arrears when he finished four years of his engineering course. Disheartened, he left for a stint abroad and worked for a few years. Something pulled him back and he came back to Chennai. Staying in a hostel, he joined a tuition centre and with this support, cleared all six papers within a year.
This is not an uncommon occurrence, according to Mr. Paul who runs the Vidhyodaya Academy in Chennai which coaches students for their B.E. and M.E. exams. “With the teaching in colleges not being up to the mark, students flock the tuition centres,” he adds. Faculty in his tuition centre are highly qualified, with M.E., M.S. and Ph.D. not being uncommon. “They are mostly young faculty from colleges who can come down to the level of the students,” he remarks.
That is not to say that only students with arrears come for tuitions. Many students come because they want to score more, or because the faculty in the colleges they study in do not “connect” with them.
Vignesh, who is in the third year of engineering at a private engineering college, takes up coaching in Maths-3. “In the college, we are taught one or two problems in a unit and we end up mugging them up. But in the tuition class, we are taught many problems in each unit, which helps us grasp the concept better,” he says.
In his tuition class, he is taught several ways to approach the problem. “This is more helpful than the two problems that we are taught in college, because definitely the exam paper will not be from those two problems! I feel I have learned a bit of Maths-3 only after joining the tuition class,” he says.
Kalaiarasi Karthik Kumar is a permanent faculty member in a tuition centre in Chennai, which caters to B.E., Diplomas and M.E. After getting her M.E., she worked in various engineering colleges before joining this centre. She says that the students get more personal attention there. “In contrast to a classroom (in college) where there are fifty students, here there are just two or three. I explain by writing in the notebooks of the students. They are free to clear their doubts. Also, the problem sessions are two hours long, and I make them do problems and then give a lot of homework so that they get good practice.”
Intensive sessions
Mallika (name changed), who is a final-year student of Computer Science Engineering in a private engineering college, is confident of scoring in her “home subjects,” but when it comes to Digital Signal Processing, she panics. “It is an electronics subject, and I felt I needed a boost. So a tutor comes home to teach me just this subject,” she says. It is a two-week intensive dose of the subject so that she can skim through the exam which will be held next month. She too talks about how the particular faculty member at her college is not able to do a convincing job of teaching this subject. The advantage of having a home tuition is personalised learning and intensive coaching.

From needing regular support to bridging over arrears to concentrated mini-programmes, tuitions seem to be complementing college teaching, and, at times, even making up for lacunae in the latter. The need for personalised attention, problem-solving and scoring in exams seems to be driving this trend. Would this end up repeating the phenomenon sometimes observed in school — of having first rankers without the capacity to practically apply their knowledge — or would it just improve education in general? The answer is, probably a bit of both.

An extra helping

The bill was withdrawn by HRD Minister Smriti Irani

The Centre on Tuesday withdrew from Rajya Sabha a bill which aimed at creating an overarching body in the higher education subsuming existing regulatory bodies such as UGC, AICTE and NCTE, scrapping a controversial move by its predecessor UPA.
The Higher Education and Research Bill, 2011 was withdrawn by HRD Minister Smriti Irani.
Its withdrawal was cleared by Union Cabinet in September keeping in mind the objections of the Parliamentary Panel to various provisions of the legislation.
The bill was introduced in Rajya Sabha in 2011 by then HRD Minister Kapil Sibal but failed to evolve a consensus as several parties raised objections to the provisions of the legislation.
It had sought to establish a National Commission for Higher Education and Research, with the mandate to determine, coordinate, maintain and promote standards of higher education and research other than agricultural education and minimum standards of medical education.
However, the Parliamentary Standing Committee in its report had said the HRD Ministry had not consulted State governments while drafting this bill.
It recommended that state governments be given a say in the formulation of any policy on higher education. It had also opposed the proposal to scrap UGC, AICTE and other regulators.
The bill also came under criticism for impeding the federal structure of the country as it sought to give all powers to the commission, though education is controlled by both the state and the Centre.
Shortly after coming to power, the NDA government announced the setting up of review committees to strengthen UGC and AICTE.

NEW DELHI: The credibility of Delhi University's examination system took a hard knock on Thursday when the question paper on financial management for fifth semester BCom students turned out to be an exact copy of the paper the varsity's School of Open Learning students had got for their annual exam in May-June this year.

It's not clear how the goof-up happened. J P Sharma, head of DU commerce department, said question papers were set by a board of three teachers. He said the names of the board members were not "readily available" with him.

"We are not privy to the papers. We set the board of teachers based on seniority lists from colleges and they prepare the paper. There's a moderation done thereafter, also by college teachers, to do away with errors," said Sharma.

However, all checks and balances seemed to have collapsed as Thursday's question paper was a facsimile of the earlier exam paper, with even the sequence of questions unchanged. In fact, solved versions of the paper had been printed in 'question bank' booklets, such as the Shiva Delhi University Series, readily available at bookstores.

Students preparing for exams.
"A student came to me after the exam and said they have studied the exact paper with solutions in a 'kunji'. I cross checked and found the paper to be a direct lift," said a commerce teacher at Kirori Mal College.

Thursday's fifth semester BCom (Hons) paper on financial management carried the 'unique paper code', 241502. However, there was nothing unique about it, as it was lifted straight from the SOL annual exam paper earlier this year.

Despite repeated attempts, Rup Lal, DU's dean of the examinations, could not be contacted.

This is probably a dubious first for the DU, as far as exam papers are concerned. The varsity administration was earlier found to have lifted material from other sources. In September 2011, TOI first reported how in the proposal paper for establishing the cluster innovation centre placed at the special academic council and executive council meetings, the introduction of the course which the centre was to run had been lifted from websites of foreign universities.

Thursday's goof-up took place despite the system of question paper-setting being reformed a few years ago. Till 2011, the task of setting question papers was given to individual teachers. The exam branch used to get multiple sets of question papers from the teacher concerned, and selected one for the exam. In 2012, the process was decentralized and the task given to varsity departments to make the process more broad-based.

According to Kavita Sharma, the convener of examinations at the commerce department, a board of three teachers is constituted for every paper. "The teachers are drafted on the basis of seniority lists sent by each college. This board is supposed to meet and decide how they are going to draft the paper/s. This process is completely within their ambit," she said.

Sharma said a convener is also appointed among the three teachers, again based on seniority. "The convener is also the head examiner of that paper. Once this board submits the paper, we get it moderated. The task of the moderators is to check for grammatical errors, repetition of questions, whether the questions are clear in terms of language etc. Nowhere in the process of moderation is the source of the questions looked into," she said.

"Then we sent the multiple sets of papers (in this case three papers were sent) to the university's examination branch which decides which one to print. Apart from being the facilitator, the department has no other role," she added.
